U.S. Concerns

Those on the American side have raised a number of red flags regarding a move toward such cooperation. The United States is concerned about the ongoing modernization of Chinese naval, air, and missile forces, China’s antisatellite test in January 2007, and other efforts that have changed the power balance across the Taiwan Strait. First, there is a growing concern over where all of this is headed: What is the endgame for the PLA Navy and the whole of China’s military? What are China’s strategic intentions? Second, even if China’s intent is benign, as it has often stated, that could change. In an uncertain future, there is the perception of the risk that through maritime cooperation the United States could be inadvertently helping a Chinese navy that could one day be used against American interests or even against the United States directly.
